if it is a state license, by law all the money collected has to go to the general fund

i thought they usually allocated the whole amount to F&W and the DEP from freshwater and hunting licenses, but i could be wrong

It would be appreciated to those whom look in here to voice an opinion , one way or another. I suppose that I should have another catagory to those whom do not care one way or another as many whom have read the above did not vote one way or another
did i read this post correct? are you insinuating that commercial fishing lobbyists pushed to kill any sort of money going to extra law enforcement? if so, where are you getting this information?

please reread what I posted.
I will attmept to explain it another way .

The Division of Marine Fisheries places more effort into commerical fishing then it does recreational fishing. When it comes to where the funding goes.

No insinuating of any thing, that is a fact. when it comes to studies, management and enforcement of marine laws pertaining to commercial fishing.

If the recreational sector recieved more attention in at least one area[enforcement of present laws[] the once shore bound species we all had available to fish on just might still be here for all to enjoy

The enforcement of all marine laws should be done for the benifit of the whole resource rather the user groups whom use it.


The dedication of using some of the license money for Law enforcement can hopefully rectify and change the balance on how all marine laws get enforced for both user groups. At least that is my opinion.

I would think it is fundamental to any marine resource user-based license that a portion of the generated funds should be required to go towards dedicated marine fisheries law enforcement.

Not to derail away from your law enforcement focus, but the most effective allocation of user-based fees for marine fisheries is a blend of dedicated marine fisheries law enforcement (on the water and on the shore), and applied marine fisheries research to monitor and manage our fish populations. None towards general funds or non-related administrative garbage. I hope Mass is not trying to re-invent the wheel here. It is new turf for our state, but proper (and proven effective) allocation of state saltwater fishing lic. funds is nothing new in the USA. I hope that other state systems are closely looked at to get some balanced idea of what works and what does not with regard to where our money goes.

The comments you make are very valid in todays world and one I have suported all my life when it comes to managing any resource , especially our Salt and fresh water aquatic resources.

The blending of the money resource to enhancing the overall impact of the cause and affect problem in the way we manage our Marine Resource has been a sore spot for me over many years in the Commonwealth of Massachusetts.

This is especially more so with in the sector of the long term managment designed for species resources for recreational fishermen.

All the tools of management must be working together for best results and with in our state enforcing the laws imposed has been the one that continues to stand out as providing the least impact in controlling ongoing species problems. In my opinion that is by design.

We must have a greater working relationship between the Division of Marine Fisheries and the Environmental Police if we are ever going to make any progress in the problems of recreational mismanagement over many decades in our state.

The laws implimented just do not have any teeth in them and therin lies the difficult and hard task of changing the mind set of those presently guiding our management of our aquatic salt water resource.

We can make the table of mismangement change towards the recreational fishermen by assuring that a percent of the Salt Water License be allocated for enforcement which is only one tool of the management process..
