Bu the feds will be enforcing the registry starting Jan 1st in state and fed waters. And I'm sure CT will be enforcing theirs.

As as far as Schumer getting a free one. well given all of his luck in past fisheries related bills, I wish him good luck with this one if he does it....he's going to need it.

As for Carcieri's veto a $25 fed registry in 2012 wont off-set a $7 RI state license for even a year.

But the feds can only enforce a registry if you are fishing for shad or striped bass. And how many federal enforcement agents do you think they have in RI? The CG going start landing raiding parties at Quonny?

But RI has a reciprocal agreement with the feds to enforce laws, or they lose funding. And RI may need to see that registry for any over-sand fishing permits (which I'm not sure you guys have) and when you're fishing off of state and fed lands

And yes, I think the CG will be stopping people and asking to see their registry. Call it a courtesy inspection, which happens pretty often even in state waters. And while they are at it I'm sure they will be looking to make sure there are plenty of life jackets, other safety equipment, and maybe take a look in the cooler.

Time will tell. Most people didn't think they could tell the difference between bluefishing and striper fishing, until that guide got caught fishing in the EEZ and 'twas slapped with a nasty fine off VA
